If you look at the underside of that cap, you can see that a large amount of oil can enter the body of the lifter from under the cap. Those small holes are there to provide lubrication between the cap and the crown of the lifter housing. Additionally, you are stating that the lifter should compress when you squeeze it - NO, it SHOULD NOT COMPRESS. If it compresses, this means the checkvalve is not functioning properly.
